Why are jutsu only used for combat?

Seriously. Narutoverse is blessed with this gift of chakra, and they use it to fight one another. I guess it says something about humanity. The only time I can think of a jutsu being used for a reason other than combat/espionage is when Yamato rebuilt houses after the destruction of Konoha.

This is basically what Madara is concerned about, remember? People using the gift of chakra to transform it into weapons in the shape of ninjutsu.
