Why are "good" Tai-Jutsu users so rare?

Mainly because if a ninja can use ninjutsu then they will focus on it as it is generally more effective and versatile than taijutsu but obviously when you have a master like Gai then he obviously is much more powerful with his taijutsu techs than an equivalent ninjutsu. It all depends on how you use your jutsu though

good taijutsu user require thick eyebrows, as a necessary criteria, but most people don't have one...hence very rare.!!
Makes sense, No wonder Gaara has no taijutsu skill

I think there is a more simple reason for this and that's Kishi fell in love with Nin-Jutsu/Gen-Jutsu. And I cant blame him we did the same as fans. But if there was one thing that I wish that the Naruto series as a whole did better was instead of spamming Nin and Gen jutsu that we would get some taijutsu and ninja weapon exchanges followed by there ace in the hole. Fights become repetitive and boring if they spam there best move from beginning to end.

"Sorry, but we need to practice hand-to-hand combat in case an enemy knocks the laser guns out of our hands and they slide way across the room." Leela:Futurama

The answer is simple, why be a master at hand to hand when weapons and ninjustu have an easier plateau to reach to be deadly.
