The only people who could possibly answer this would be the ones developing the manga/anime. It's possible that they are just trying to show a separate people group that happens to stick together. You could ask, "Why are the Samurai's only found in the Land of Iron?"
It would seem that mixing of villages, regardless of racial appearance, is not that common. Most clans/villages tend to stay in one place, so in reality, it isn't that surprising. The Uzumaki's were scattered abroad and thus they are found in multiple locations, but most groups seem to stick together in the Narutoverse.
Whether or not the physical appearance of the Hidden Cloud members makes them their own people group depends on the author & artists.

well, yeah there japenese but why are they colored black its not like there out in the open were the sun is always hitting them to turn there skin like that i would expect the ppl from the sand village to have darker skin but not the cloud village since there village is always cloudy

So apparently it's widely believed that clouds increase your risk of sunburn, etc.
Also, "in the clouds" = higher elevation = more radiation exposure.
Have anyone of you considered that it is hot there?
