Why always one of the Hokages?

Why is it members on the forum try to fully place the blame on the Kages? I don't see threads are Madara or Obito (both who were

the main cause of the extinction of the uchiha clan) or the many uchiha's who were not loyal to the village but the clan.

I'm not saying the Kages aren't to have some sort of blame but the way its portrayed on the forum you would think

they were just going around segregating and killing uchihas wiithout reason.

It's not the Hokages' fault. The Uchihas knew what they were getting into, and it was their ****ing recklessness that caused their deaths. Hashirama told them to read the Terms and Conditions, but they thought they were big shit and clicked "Accept" without actually reading it.
