not sure what you meant. Since you said Bane was better then the Joker than that Bane sucked.
Heath Ledger's performance was incredible. It was generally horrifying glimpse into the mind of lunatic who's only motive is to watch the world burn. He can't be reasoned with. he's a force of nature. Bane was a boring villain. Half of the time he couldn't be understood. His motives were contrived. Then it's revealed he was a lovesick puppy dog who wasn't even in command of the situation. Bane was not a great villain.
While Madara can do more damage, the Joker is much scarier. Heath Ledger > any voice actor in Naruto. Nolan > Kishimoto. This is all enhanced by the fact that Nolan's Gotham is much darker than Kishimoto's world. Bad things can happen there that Kishimoto could not allow to happen into his world because his world is rated PG.
Heath Ledger did have a great Joker performance, but that doesnt make the Joker a good villain, yeah sure he blew up a hospitol and threatened a few thousand people... He killed less than 15 people throughout the entire movie. Bane had Gotham held down for months and killed many people, so in torturous ways, also killed many cops. Bane wasnt even the mastermind, but he got all the dirty work done... Joker was an entertaining villain, but his achievements as a villain dont live up to Bane's
For these reasons Madara is a better villain than both. Kills thousands throughout his life, threatens to destroy the village he helped create, personally trains and manipulates obito that kills many, gets brought back to life and kills thousands in minutes, and develops the plan to deceive the whole world in living in a fake reality for eternity... You dont get anymore villainous than that (well you can, but just saying)
Also, Nolan's world is not darker than the Narutoverse... In naruto they raise thousands of kids to learn how to kill in some of the most gruesome ways possible, this was the worst in Hashirama's era. These kids live short lives and watch other children slaughter and be slaughtered. When Madara comes back he drops two meteors on thousands of ninja... Imagine looking up and seeing that before you were hopelessly slaughtered... There is no way Nolan's movies could be that dark
