Nah. The stats aren't meant to be compared anyway. Plus Kishi is not creating a new scoring system all to satisfy people who want their favorites to have a specific score and look good on paper.
They are though. One character having a 4.5 and another character also having a 4.5 doesn't mean that, comparatively, that one characters has a 4.5 and the other has a 6. It was even stated in the databook that Kurenai and Itachi have equal genjutsu skill, and sure enough they are both listed to have 5's.
Now yes, I do acknowedge that one person with, say, a 5 in speed may be slightly faster than another guy with a 5, but both meet the criteria to be scored as 5. It's like a score of 90% and above is an A grade. So someone with a B, or an 80%, is not in the same criteria as someone with an A.
A problem I've noticed too is that people have these imaginary gaps between the databook scores that aren't accurate. They will percieve someone with a 4.5 in speed to blitz someone with a 3.5 in speed, when in the manga that is shown that such gaps in speed make meager differences. It may allow the 4.5er to take a minor wound from the 3.5er instead of a fatal blow, while the 3.5er may get hit one or two more times than they can hit the 4.5er.
A fine case in point would be Kisame. He has a 4 in speed, yet has been able to go toe to toe with speedters like Gai and Bee.
