Minato. Just because Shisui's nickname was because of his Shunshin doesn't make him faster. Hashirama and Madara have some of the fastest foot speeds in the manga. Tobirama was the fastest of their generation. Yet Minato beat them to the battlefield with ease, putting him above them in Shunshin/footspeed. Shisui doesn't come close.

Frankly, Shisui's Shunshin is featless. We don't know about the mechanism and speed of that. Plus, it isn't as versatile and quick (instant) as Minato. So I'll go with Minato, who is actually known for his teleportation.

Nope, Minato's Shunshin has great Shunshin feat and you need to have fast Shunshin to make use of FTG. Minato uses Shunshin to go from Obito and Rin to where Kakashi ran too at full speed to save Kakashi and mark the enemy then Shunshin both of them back. Obito praised Minato on his Shunshin for saving baby Naruto. Edo Tobirama said Edo Minato's Shunshin was better than his own and Madara stated that Tobirama was the fastest of their time. Minato used his Shunshin to reach for his Kunai and toss it up at the same time A's fist was in his face while A was going his fastest.

That's all base, SM would further increase Minato's speed. SM is said to awaken the body in many ways, if it increases Naruto's strength to be able to throw a giant rhino and 1 hit people then imagine the speed it gives. Minato's SM is on Pein arc Naruto SM level; both couldn't remain in SM long, both took a while to enter SM, and both needed others to buy time for them to enter the mode. Senjutsu is a stronger form of chakra which increases ninjutsus/genjutsus/taijutsus so Shunshin would be much faster from the increase in power and reserve of Senjutsu.
