Whose Power is Tobi's paths?

I was thinking about shinobi who might be able to solo the Legendary three (sannin)
When I got to Tobi I was debating whether he could "solo" them as his paths are edos.

It would appear that because they are edos they can use their original abilities along with jinchuuriki powers. We never saw one of pein's paths capable of using a non rennegan technique.

So then the question becomes is the power Tobi's or Kabuto's. I'm leaning toward Kabuto now that I think about how the edo technique works. The body of the summoned person isn't really needed so even if Tobi did have the real jinchuurikis bodies Kabuto could still summon them. So it would seem that Tobi's paths are Kabuto's power. Which I suppose fits in line with what Kabuto said : His pawns are a part of his power. Since the jinchuuriki's died with their bijuus when their bijuu was being taken out will they be revived with it is the question.

So my question to you is Where does Kabuto's power end and Tobi's begin.

Edit: I'm not sure if my wording is confusing people or the concept.
I am essentially asking given the nature of Rinnegan's paths (they use dead bodies)
Given what we know about Edo-Tensei (they bring shinobi with their full range of powers)
Whose power really Tobi's edos?
In theory Tobi could just turn their actual bodies into paths (if they aren't decomposed by this point) Paths can be destroyed.
Whereas Kabuto only needs DNA and he can summon them. Edos must be sealed.
So is Kabuto really lending Tobi power, or does Tobi have the power already but just used Kabuto's paths out of convenience.
