Whose potential is the most uncertain?

Which character's potential is the hardest to read or determine? Naruto and Sasuke excluded, being that all of their Sage-given powers are still unknown.

I would have to say Shikamaru. Just how many stronger opponents could he defeat with a strong Will of Fire, Shadow jutsu, ninja tools, and intel?

If I would've made this thread two months ago, I would've said Guy instead. I would've never guessed that he'd be able to go toe-to-toe with Madara, JuubiMadara at that.

Shino. His insect jutsus are powerful and hard to fight against. I think there's a reason he was restrained from going on the Rescue Sasuke Mission by Kishi.

Sai. The guy took out Jonins by himself. He is intelligent, has great technique and his ink jutsus are quite useful. He held his own against Sasuke Post Timeskip (who I would say was about as strong as Kakashi at that time).

Sakura was set up since the beginning to be a strong character, but Kishi only focuses on Sasuke and Naruto.
