chakra is chakra, there's no evil about it unless it becomes sentient like Kurama and the other tailed beasts.

as far as kurama being the demon fox, even he is not evil.

humans used and abused kurama and the other beasts for their own greedy goals and they retaliated.
even the juubi is not evil because humans are still destroying earth.

so to say madara is more evil due to having the juubi is also false.

It may have been stated that they were equally sinister, but i honestly believe Madara had the most evil chakra. The man was a walking living proof of evil. Had the power to kill anyone in his way, was feared by every shinobi and the strongest tailed beast. Madara evil ambitions allowed him to reach heights that people won't ever achieve.
