Whose body is harder? 3rd Raikages or Kakuzu's?

Asside from the third's body + Raiton shield withstanding an attack that's far more powerful than anything domu has taken, the hype Sandaime gets is far greater as well:
1) Sandaime's body is stated to be an invincible shield, able to withstand any kind of jutsu. Kakuzu's body is stated to be able to be breached by the most powerful attacks. Withstand any attack > unable to withstand some attacks.
2) Sandaime raikage withstood a FRS. The same databook that talked about domu also said that the incomplete rasenshuriken is an attack that 'no one can survive'. It also said that when the technique is completed, its 'destructive power will be unimaginable'.
So withstanding an attack that has 'unimaginable destructive power' and 'no one can survive' when it's at half power > unable to withstand some attacks.
3) Even if domu was given the same hype as the raikage, domu's hype came about 200 chapters before Sandaime's hype. The powers in the manga inflate as the story and characters progress in powers, so equal hype far later in the story would carry much more value than hype earlier on. That's why while part 1 claimed that Kakashi's raikiri can cut through anything, part 2 never claims that sandaime raikage's hellbringer can cut through anything despite the later being a lot stronger.
