Kakashi for sure. Danzou had a ton of sharingan and wasted them all. Kakashi is one of the most talented sharingan users, period. Especially considering he didn't have Uchiha or Hashi DNA (like Danzou).

Kakashi was never in Root. Kakashi was a member of the ANBU but not Root. Danzo did not train him.
