There are three shinobi with the title of God of Shinobi: Rikudou Sennin, Hashirama, and Hiruzen. For me, it's all three. Hiruzen, Hashirama, and Tobirama weren't at full power in part 1, and I'm excited to see all the kages full powers. I no longer care who's stronger than who, bottom line the kages all want the safety of their village.
