Don't you think it's a magnificent insult that when your clan sided with you and the village over their prodigal member. The Hokage would still label your clan as suspicious and untrustworthy, shouldn't Tobirama had shown signs of good will by at least trusting them when they themselves trusted the village.
Although he did display mistrust, his creation of the Academy, the Chuunin Exams, and the Konoha Military Police Force (although his intentions for the clan were unjust, it did still have a good effect on Konoha as a whole; "his only desire was the stability and peace of Konohagakure". He realized that one clan is not more important than the village, anyways)
