My favorite is the Nidaime Hokage mainly because of his careful judgment and usage of Suiton. Tobirama Senju was part of a clan that rose to be one of the two most powerful clans in the world. Helped in founding Konoha and when his brother died he was next in line to serve. As Hokage he established organizations like the Ninja Academy/ANBU/Chuunin Exams with the exception of the Konoha Military Police Force in which was created as a sign of trust with the Uchiha clan. What Madara stated about him creating the force for the Uchiha to place them under surveillance isn't confirmed as of yet so I believe he did it in good faith and Madara as always twisting the truth. He died a noble death in the First Great Shinobi World War. He had pride in his Suiton abilities, held a sense of humor (even under stressful situations), felt a great loyalty to the village and had it's well being on top of his own.
