To be honest, he kind of can. The only reason he's so obsessed with Midoriya, in fact, is because Midoriya challenges the concept of him standing at the top.

Obviously he's not taking down All Might or any of the pro heroes, but he's definitely the strongest among the first year students, though there's some discussion to be had in between Midoriya and Bakugou in relation to Todoroki.
