He was an outstanding leader, in the sense that he inspired great (sometimes fanatical) loyalty in a nation of eighty million souls, and got them to follow him pretty much without question. He "inspired" a hell of a lot less than that, people blindly followed him because the other option led to imprisonment, or even death and Hitler made sure people knew that.
