Naruto wins, but mostly due to you restricting them by age. Deku got his quirk when he was 14 I think, whereas Naruto had already finished the whole of part one by the time he was 14. Maybe 16 YO Deku stands a chance though.

Same age or same skill level? Naruto had more learning and experience at say 17 than Deku. At the current points in the stories Naruto but when Deku is able to fully utilize OFA(100% and extra abilities) I think there could be a chance Deku could win.

No way Deku will be able to contend with EoS Naruto. Not unless we're talking about a Deku who's in 30's because 30 yo Naruto isn't like the old Naruto.

Peak Deku would be able to compete and probably be able to beat peak Naruto. In story Deku is becoming basically the MHA equivalent of Superman but he'll be better than the last superman because he'll know how to use all of his abilities. On the contrary Naruto shared that role with Sasuke.

If we take a look at Shiga(? that's his name?) and the fact that Shiga can probably bust cities at this point, meteors(so PS level feet) may eventually be possible for Deku. I doubt he'll ever have the kind of speed that even lower tier Naruto characters have though.

Hashirama isn't the Superman equivalent in Naruto Hagoromo is. A superman equivalent is the most powerful being. In MHA that was All Might. Naruto it's So6P.

Who are you considering low tier? He's already as fast or faster than a lot of characters including K11 members. Power levels in MHA are going to keep going, the MC's not even a year into training nor 50% of his ability and the MV just got a power up also.

Only after Chunin? Deku would slaughter him. The only thing I could see saving Naruto in that scenario is Kurama bjut iirc he couldn't use him freely at that point more as an unconscious defense mechanism and I think Deku could probably KO him before Kurama came out.
