The thing is, he's clever and cunning.

He analyzed the usage of Gaara's 2 different types of sand he uses, baited Gaara with C3, and used his Sand against him by implementing some of his own explosive clay into Gaara's Gourd Sand. Hell, he managed to trick a perceptive user such as Sasuke by using his genjutsu against him.

Those are all impressive feats. Deidara's arrogant, but he's not reckless.
