I think its not about eyes here, because if it was, when itachi fought kabumaru with sasuke, sasuke had done more than that cuz he had EMS. But Itachi with his MS shown Sasuke how to fight and think!

Madara by far. EMS VS MS...obviously EMS overpowers anything less. And Madara was an expert with the sharingan. Itachi is good, but not on Madara's level, I would say Tobi is a level above itachi, adding rinnigan and hasirama cells to him boost him even on a higher level than Itachi.
