He's the strongest user, but i'll say the best raiton user is Sasuke

because no one esle can do that and he is the second fastest ninja on earth. said to be as strong as a tailed beast. he is the best lightning user. not even sasuke chidori gave him minor injury

i think darui maybe better than sasuke. but after seeing sasukes kirin im sure that is the strongest lightning attack ever. but darui black lightning which he learned from the third raikage is good to. but i think darui is better he has his own storm element

What about Darui. If you can manipulate raiton with yang chakra(which sounds really hard to do) then I'd go with Darui.
