Well it's hard between them cuz they're all awesome. But I bet it goes like this:

1. Jiraiya
2. Orochimaru
3. Tsunade

Jiraiya has sage mode and he has the guts to not give up. Orochimaru though has all his experiments and shit that I can't even predict him anymore, it's like he keeps shedding and shedding.

I want to believe that Tsunade is equal to the other two, but she has not proven something in actual BATTLE to us.

In BATTLE= I would say Jiraiya, followed by Orochimaru closely

But in skills on whatever they do: I say Tsunade is better at healing than oro with his forbidden jutsus and Jiraiya with his sage mode which it is noticeable that he hasn't perfected yet.
