I'm a huge Tsunade fan but every mention of Hanzo indicates he is above Sannin level. It's Tsunade who shouts at Jiraiya to stop putting up resistance when fighting him and Jiraiya sweats and claims that one person being able to defeat Hanzo should be impossible when interrogating the Rain ninja.
