Who's the strongest Naruto Character?

So I only mean this in the sense of base skills. No upgrades/gifts.

Naruto: No KM,BM.SM.
Jiraiya: No SM
Lee & Gai: No Gates
Sasuke: No Sharingan
Kakashi: No Sharingan
Itachi: No Sharingan

etc etc...get the drift?

I know it makes choosing very hard but just try and give it a go.

The list isn't complete, it's just examples...(sigh)

I agree with that it gotta be one of the Kage. Most of them really were ultra-strong on base skills.

Exceptionally, if I were to choose a non-Kage, I'd say Orochimaru.
