That has never been said, and all evidence contradicts that. Shikaku always, even in Shippuden, beat Shikamaru at Shogi, so well that the latter didn't even realise he had lost.

Yup it was mentioned when shikamaru plays shouji with his father and in the first couple of episodes of shippuden when naruto came back and did the bell test again it said kakashi was smarter than shikamaru
