Who's the most underrated/overrated naruto characters?

In my opinion Naruto, Sasuke and Sakura are overrated, and rest are underrated.

Under rated- Pain

Underrated----> oro and Sarutobi...(juts hype) nothing more...we never saw their full potential and power....

overrated: Naruto, Sasuke, Sakura, Hinata

Idk what's going on as of late but Neji is getting a little bit too much love around here. :lol Then there's the usual characters.

Sakura and Tsunade fall under the underrated category.
