I would have said Sakura but she still has some good supporters going for her. Kiba doesn't have that. What makes me pick him over somebody like let's say Tenten is because he actually had a pretty decent fight against Sakon/Ukon in Part 1 (who Orochimaru thought was the strongest of the Sound 4).

Databooks state what she's capable of, they say she's weak, yet she was the last survivor in the kages vs madara battle, and not only that, she apparently can save the kage...even though they're dead.

Psh. Kiba got wrecked by Sakon and Ukon.

Yeah but a lot of the rookies didn't get very much claim to fame in Part 2 xD In Part 1 though, he did show a move that can potentially kill an opponent without even directly hitting them as long as they had a distinguishable scent. Plus he has some good combination attacks going on.. not to mention ninja tools like smoke bombs and soldier pills. He took out one of their deadliest techniques, tricked them with an Akamaru trap, and overall did a pretty well job. They were also supposed to have gained a new jutsu over the time-skip.

Of course you can show how a lot of others characters are powerful too but Kiba just sticks out at me!...
