Before somebody tries and discredits sasuke by saying some of his techniques are variations you have to note that, many of the ninjutsu creators do no create techniques from thin air but rather something inspires them or they base their technique on something that already exists. Secondly kishi clearly differentiates between them and that is why there is a db entry which describes each technique and what it does instead of putting them under one roof

At first Minato created only FTG and Rasengan, remember Rasengan was made based on TBB, so he didn't create it from Zero. And that's not a lot.

1. Orochimaru - without a doubt.

Don't get me wrong. Minato has more talent in jutsu creation than Orochimaru, but Orochimaru is a scientist, a searcher. For that reason, it's more than likely that he would create jutsus more than anyone, and like you've said, he had much more times to spend for that

Susano'o is a technique accessible only to the Uchiha, or MS wielders. The Rashomon has no background, and since it was declared to be Orochimaru's ultimate defence, and the triple Rashomon followed after it, I see no reason why Oro couldn't have created it.

Creating things from scratch is better, but a variation takes nothing away from the creator. They still created their own version of it.
