The databook says no such thing. Sasuke speed and abilities is something he trained for during the time skip. Itachi eyes were his to claim theres nothing to it. Juugo is a pawn but that's not Sasukes power and Sasuke only used it for that particular situation. Similar to how Naruto uses the nine tails but all the time.
