Probably hiding and waiting to see what decision Itachi will make in his life and then take his own revenge because Itachi has been misused by the village and especially Sasuke.

Just like Itachi when he used Izanami, he went blind in one eye.

Grudge turning someone who in full concience, not a fragile stupid kid, gave his life -fighting- and some mayor body assets -while fighting- to his village. Sake´s, might have been beatened by Danzou but acts as a believer.

My guess is he is someone who lived long before madara, cause in naruto chapter 657, madara mentions how people before came up with the plan. There were others before madara who tried to do what madara did to awaken his rinnegan and failed as black zetsu mentions. Sasuke mentions how a ninja created white zetsu suggesting that. The fact that this ninja is linked to kaguya somehow is possible such a person exists.

I think it's a fodder henchman villain and the true manipulator is much older, hence all the references to Kaguya and Zetsu from Sasuke. No way this guy is more important than Kaguya if his biggest issues are Itachi and reforming the Akatsuki.
