who's the developer of naruto shippuden generations mugen 2012?

if you haven't heard of it it's basically in ninja council format with almost every character and personally i'd love to know if its either available currently for the nds homebrew or if it would be possible because i think it'd be much easier im not much of a pc gamer myself and i think it could be used like the nds and be much more enjoyable.
