It's definitely Shikamaru. They have a pretty good bond.

He would get in trouble with Naruto and Chouji back in the academy, even when nobody else would even bat an eyelid at Naruto.

He showed concern for Team 7 in the Forest of Death even when they were enemies.

As much as he whined about it, Naruto was the first person he recruited for the Sasuke Retrieval Mission.

And Shikamaru was there for Naruto when Jiraiya died too.
