If we were only talking about japanese anime, Orochimaru would win this, but The Joker is possibly one of the best villains of all time. Vegeta was a kick ass villain until he started banging Bulma LoL. Because we dont know who Tobi is, I believe he is an awesome villain, but Cell(DBZ), Aizen(Bleach), Gin(Bleach), Knives & Legato(Trigun) were great too.
