(Him being handicap is a big deal. Any skilled shinobi with a Rinnegan could fight Sasuke a probably win because of him being handicap.. It takes alot away from his strength an means of attacking.)

Man I hear you but Madara only had one Rinnegan and was getting jumped, and that slash was him running away if he wanted to block he would have, or just absorbed it.

Also judging from the Boruto movie Madara is certainly in Sasukes league. I'd say Sasuke JUST now got up to Madaras level as an Uchiha

Want to say Sasuke due to Kishimoto portraying him to surpass Madara in due time during the war arc.
Not sure if the events of Boruto are the time where this happens, but there isn't going to be any other time.

Madara is better with the Rinnegan featwise. Sasuke needed Susano'o to shield from Momoshiki's ninjutsu on multiple occasions. His Preta Path doesn't seem to have a barrier, only absorbing chakra through direct contact.

Limbo, Uchiha Reflection or Ribcage Susano'o>Amenotejikara+Chidori. Sasuke has no Six Paths Sage chakra to damage Limbo or a way to immobilize it.

Their Perfect Susano'o are identical to each other, so both cancel out. Madara is stronger on paper.
