Don't forget this Obito can use perfect susasno , he didn't use it because he was out of chakra from saving sasuke by opening dimensions. So yeah obito can use PS .

This. Obito's only chance is kamui snipe, but when there are limbos constantly harassing you and JJ Madara flying at sanic speed, it becomes literally impossible.
