I would give it to Mei owing to her experience and poweress. MS Sasuke was good but against a Kage level opponent he doesn't stand a chance. The reasons:-

1. His main offence and defence Susano becomes temporary as well as exerts great stress on his body. It can onlt be used in burts at most and will leave him severely exhausted.

2. He can catch Mei by surprise using genjutsu but a Kage has great chakra control so breaking out of it will not be too difficult as it is no Tsukuyomi also Sasuke is not as proficient as Itachi in using genjutsu.

3. She has ample experience in utilising her bloodlines of Lava release and boil release to which Sasuke has no suitable counter except for dodging.

In Favour of Sasuke:-

1. He can win by using deceptions and surprising attacks, but a Kage level shinobi is expected to be able to sustain

With this Amaterasu negs because Mei can't sense it nor does she have the speed to dodge it. Susano'o negs also it's speed and power is too much for her.

This is no debate really notice the people on meis side have to explain in detail how it's possible when in reality sasuke can one shot her with amatertsu , genjutsu or sussano arrows she has zero counter for genjutsu and shes not fast enough to avoid arrows or amatertsu aka gg

She has no answer to amaterasu, nor do I think she can evade susano arrow, genjutsu is there too, his attacks are faster, almost all her attacks involve weaving seals, sasuke just by looking at her can shoot ama, shoot an arrow (that even kakasho could'nt evade but had no option but to warp it away), and use genjutsu

So IMO sasuke takes this
