Neither have been seen using an all out slash (I don't think Mihawk has), but I'm going with Madara.

Kinda sad the comparison is done with a giant who used all his power to slice mountain tops to Mihawk who just casually swung his sword and cut the top off of the iceberg and they seem close in power.

I think a better comparison would be Law and Madara.

I'd personally say Mihawk...he basically did a fairly close enough feat, and yet it feels as though he's probably holding back...
