That's the same as claiming Tobirama's Suiton > Mei's because he has more chakra than her... One doesn't imply or justify the other.

It's hard to say. Itachi was tossing around Sasuke. But then again, putting
enough strength to cut through Bee's tentacle and creating a crater on the ground with
a single slash of a kunai? I'd say Minato is stronger. Although in a battle of taijutsu,
the difference in strengths wouldn't really show.

tobirama and mei have suiton in common but wat does itachi and the hokage have? they have almost nothing in common. minato looks stronger and feats like cutting off hachibi,s tail makes him stronger.
