Jiraya's philosophy is the best.
I don't exactly know how it's but I could see that he was the one whose enjoyed more his stay in Naruto Verse. :)
But he was seeking for peace too and he had lot of good stuffs.
And even at the very end of his life he was like, "hm guess it's the end" and laughed a bit... It's just perfect.

I'm fairly sure Jiraiya and Naruto shared the same thoughts on "peace" or whatever, Nagato was obviously ****ing wrong, he wanted to make super weapons to scare everyone into peace and Tobi is even more retarded, put everyone under some type of spell and make them all not fight. Also, Minato's philosophy wasn't really gone into and Itachi's was on how to be an ideal ninja, which again doesn't apply to the real world. That leaves Naruto and the 3rd Hockage, I'd say Naruto's philosophy doesn't work in the real world either, so I'd go with the 3rd Hokage.

But Itachi isnt trying to control the whole world like tobi, he wasnt even aiming for peace by keeping sasuke alive...
he wants to control the world by controlling people like sasuke and danzo. he uses threats, intimidation, mindrape, brainwashing, mass genocide, and savage physical torture to achieve his ends

he only did that because he loved him.
if his version of love is cruelly brainwashing and enslaving his own brother into serving konoha for the rest of his life with no choice in the matter, then id rather he hate sasuke. his "love" turned sasuke into a monster. if he did nothing, just kill the clan and leave, sasuke WOULD have become a hero
