Perhaps Killer B... Since Hachibi is missing from Naruto's bijuu gallery, it could be that Killer B will eventually be close to death, and gives his remaining chakra to Naruto to complete 'something'.

Hmmm... that's quite a good theory. Although I think the reason we didn't see the Hachibi is because he's still alive and sealed in Bee. We saw every other tailed beast that had been sealed inside the Gedo Mazu that Naruto met earlier, and Kurama obviously as he's still sealed in Naruto. And also, the other tailed beasts (2-7) gave Naruto a bit of their chakra, as seen in chapter 572. So perhaps they're there for that reason, and since the Hachibi didn't give his chakra, he wasn't there. Although with that being said, Shukaku was there, and we haven't seen him since Part 1... So really that argument might be seen to be invalid for that reason...
I dunno, maybe Kishi just forgot to draw Hachibi in that frame. That or he could be foreshadowing something and you've got a pretty decent theory there. I guess we'll find out sooner or later, although I do hope Bee doesn't die; he's so awesome.
