Who's more evil: Madara or Tobi?

Title basically has it, who is more evil in your opinion, between the two of them and why?

And of course I'm referring everything about them like their actions, personalities, opinions, etc.

tobi seems more evil. Madara is fighting for a cause that we know. Which is his little brothers sacrifice. That is his motivation for peace. Tobi on the other hand seems to just want to be the host of the 10tails. I think the whole peace thing with Tobi is just a smoke screen. His true goal is ultimate power. Madara's true goal seems to be peace.
