Deva. I think deva would kill itachi as well. Amaterasu gets blown off tsukyomi works but he'd be torturing a corpse, I don't think totsuka would seal a dead man without a spirit in it and ct would just encase itachi's susanoo in a lot of rock. Itachi doesn't have the fire power to atom ct alone. I know this isn't a vs thread just want to say nagato+6 paths or even deva path>itachi.
