You can definitely argue Kakashi. He's a master at using it to copy other people's jutsu, as well as extremely efficient with it, especially since using it takes up a ton of his chakra because he isnt of Uchiha blood.

I personally think itachi mastered the basic ms better than all of any other uchiha. Even blind he was still boss!

Itachi, he used the MS sharingan most efficiently when he had it.

All I've seen from Madz is sharingan genjutsu, I haven't even seen him use Tsukiyomi and I doubt he has it. He's relying on the flower to cast it anyway. I haven't seen him use amaterasu either. All I've seen is his PS.
