Orochimaru.

Tobi's goal: Moon Eye Plan; A false world of peace > Not bad ideals.

Orochimaru's goal: Learn every Jutsu; gain immortality & power > bad ideals.

By a textbook standpoint, Orochimaru is the better villain because he wanted to do things for his own advancement meanwhile Tobi wanted to create peace under his perception. Orochimaru was greedy, Tobi wasn't as greedy.
