Naruto and Kaguya are faster than him, but he'd beat Naruto in a race since his Shunshin is needed to surpass Gai's speed, and Shunshin can't be kept up continuously. Kaguya's speed is all through her flight, so she wins either way.

I personally think that night moth 8th gate gai is clearly fastest one in NV,he was the only one in the series that distorted the space with his speed ,I think that is clarification that he is the fastest shinobi runs on his feet

Your acting like that is his base running speed in 8th gate when that his full powered speeded attack which he can't even sustain that speed for even 2mins. Also DBZ characters were said to be FTL around Nappa and Vegeta arc...

Not having the ability to sustain his speed for 2 minutes is not valid. Point is, he distors space and time by his foot-speed alone, which no Naruto character could ever replicate. Not even Hagoromo or Kaguya could do. Thus, Gai is fastest.
