Generally they're equal, with each one stronger than the other at different points.

Currently though, Vegeta is the stronger of the two by a modest margin. He packed in some extra training to get a bit ahead.

Well he also had that little nipple guy whatshisface as their "strongest" fighter last time. Vegeta, as of this moment, is stronger than Kakarot by a decent margin because of the additional training he got in before the last fight with Zamasu

Beerus only said that to motivate Goku and Vegeta to get stronger. Beerus obviously can't try to do that same trick on Vegeta with Goku since Vegeta knows how strong Goku is. Also, if Vegeta was stronger or equal to Goku, Goku would have just fought Vegeta instead of hiring hit to assassinate him.

Your wrong, he knew Hit would fight how he wanted him to fight in the tourney except with the intent to kill. Did you not see the L Vegeta handed Black? Goku couldn't hold a candle to his power
