Jugo is actually a kind person. It's NE that makes him lose his mind, but he tries his best to control it. Gaara was a complete lunatic - kinda along the lines of Loonier than Jerry Springer or something. Hidan is just a religious zealot. I wouldn't call him psychotic or crazy. He is quite cruel though, but so was Gaara.
