Who's better? Itachi or Shisui

I was wondering who was better. It is really hard to decide.

On what grounds are you saying everyone is better than Indra? As far as I'm concerned, Indra and Ashura are way stronger than Hashirama, Naruto, Sasuke, and Madara.

Itachi > Shisui.

Itachi would rip out an eye to counter Koto before he's in it and negate Shisui's Koto.

When they both were alive, Shisui. Itachi only surpassed him because Shisui died and he gained the MS.

I haven't played I did not know this. I was going off of what we've seen in the manga/anime. I don't have anything against Shishui. I simply think Itachi was stronger because we've seen more of him.
