Sasuke, but Naruto is def #2 in Ninjutsu in the verse. They are not that far apart people.

They're on par in terms of jutsu.
If they weren't, they wouldn't have lost their arms.

Indra arrow would have killed Naruto.

If you count the amount of jutsu they have, they're close in number and quality.

Naruto has the deadliest as Tsunade said His Fulton Rasengan has no difference against sines its an attack at the cellular level. Sasuke dose not have such a jutsu. And it was the only Jutsu that Naruto never used against Sasuke in their last fight. In other words Naruto was holding back.

I think you need to re-read the manga especially the last fight.

As for rasenshuriken Enton and Ama are far above it they turn the object to nothingness.

Why is everyone saying Sasuke? Both he and Naruto have shown plenty of Jutsu throughout the series to the point where their fighting style changes altogether because of it. Look at the level they took Rasengan and Chidori in terms of diversity for example.

And if we take everything we've seen from prior showings, it's even more astonishing that Sasuke's the go to answer.

Kakashi did have the potential until his limiter was removed ( for plot purpose Generally he's among my favs highly tactical and versatile as a shinobi should be.

Depends what your idea of 'better' but in the sense of the show probably Sasuke. The gaps between them become pretty convoluted in most areas as they become pretty similar in alot of ways except for genjutsu.

You act like if someone before Naruto has shown a better feat in ninjutsu although I don' t think someone, except Hagoromo, equalled the quarter of this feat in ninjutsu mastery.
I think Sasuke can' t do that, even with the 9 bijuus.

Well that was more so a tail beast feat and he only used it to add to his rasengan so it's not that big of change in moveset

While sharingans really allow you to be a master of ninjutsu taijutsu and genjutsu

Prior to all that Sasuke has created dozen of Jutsu and its variants. While Naruto needs to wait for Hago powerup to boost his ninjutsu versatility.

Look at what happen when he lack Bijuu chakra, no more Rasengan variants.

Half of these jutsu Naruto can't even use proficiently without the Bijuu. That automatically makes him inferior when we talk about who is better in Ninjutsu. The only jutsu Naruto has ever really invented was Rasen Shuriken. Sasuke has invented Chidori's variants and Kirin.

One is a Dojutsu Sasuke has to master, the other is an ability granted to him at a mastered level by being a Perfect Jinchuuriki and nothing more. That and I wasn't counting Dojutsu techniques as those aren't learned or invented. They are granted by possessing the eye.

If Naruto needs the Bijuu to be more proficient at Ninjutsu than Sasuke then he isn't more proficient. He didn't learn or create those jutsu.

An opinion substantiated by evidence. Taming lightning + the many displays of change in shape manipulation surpass 1 display of nature and shape manipulation. FRS and Kirin are both S Rank Jutsu.
