In the first two pics, Goku's was stronger. However, Pein wasn't using his fully charged Almighty Push that wiped out an entire village, plus Goku was playing. So it's hard to tell which character would dish out more destruction if they used 100% power.

Saiyan Saga Vegeta can tank a normal Shinra Tensei for sure since Kyuubi V6 tanked it, But the Village buster ST that Pein used I can't say for certain that Saiyan Saga Vegeta can tank it, maybe he can but let just say he can't. Burter and Jeice are way stronger than Saiyan Saga Vegeta by alot so they can probably tank the Village buster ST. So Goku's "ST" should be stronger considering he blew Jeice and Burter like it was nothing. Bigger does not always mean stronger.
